 PhD Programme in Administrative Science

​​​​​The objective of the PhD Programme in Administrative Sciences is preparing students to conduct independent scientific work, thereby contributing to the progress of knowledge in this scientific field, which includes the areas of Public Management, Public Policies, Political and Administrative Organisation, Applied Public Management and Budget Administration.

This programme aims at not only preparing for university education and research, but also at the rationalisation and deepening of scientific policy decision processes and their management in the public sector and non-profit organisations and in such diverse areas as health, welfare, environment and education.​​​​​

Access forms


Access to this cycle of studies requires an application to the School of Economics and Management of the University of Minho. 
This information does not replace consultation of the Academic Regulations of the University of Minho and other official documents.

Formal requirements


- Holders of Master's degree in Public Administration and related fields, including political science, law, economics, management, sociology or international relations, provided with professional experience in the areas of Public Administration and Public Services.
- Holders of Master's degree in another area, provided they have work experience of at least 4 years in Public Administration. This period may be reduced if they have played in top executive positions;
- Assistants approved in pedagogical aptitude and scientific capacity in the area of public administration.
- They can also apply for holders of a scientific curriculum, academic and professional attesting capacity for enabling the degree of Doctor preceding curricular assessment. In any case required a thorough knowledge of English, the candidate must submit a certificate TOEFL / IELTS (British Council) / Cambridge (FCE, CAE.CPE), or other duly proven.
