The School of Economics and Management received on the 14th of December
2022, at 11am, on the dst Auditorium of the EEG, Professor Hélder Reis, Adviser
for Economic Affairs of the Civil House of the President of the Republic, and
Professor of ISCSP of the University of Lisbon, who delivered a seminar
entitled “The State Budget of 2023 and the future macro-budgetary scenario”, as
part of the EEGConect@eeg seminar cycle, part of the EEG Transversal Skills
Development Program (EEGenerating Skills).
The
initiative aims to bring to EEG Civil Society Organizations and Projects to
share their experiences and success story.
Hélder Reis was born in 1969, has a degree in Economics and a Master in
Monetary and Financial Economics, with thesis in the budgetary area, by the Lisbon
School of Economics and Management.
He was Director General of the Office of Planning, Strategy, Evaluation and
International Relations of the Ministry of Finance (GPEARI). He was assistant
to the Secretaries of State for Fiscal Affairs in the XV, XVI and XVII
Constitutional Governments. He began his activity at the Ministry of Finance in
1999, in the Directorate General of Study and Forecasting (DGEP), member of the
board of directors of the Council of Europe Development Bank (CEB) from June
2010 to July 2013 and coordinator of the Commission for Monitoring the Economic
Cooperation Agreement between Portugal and São Tomé and Príncipe from January
2010 to July 2013. Since March 2015 he has been advisor for economic affairs at
the civil house of the President of the Republic.
He has participated in various working groups, namely, the working group
for the monitoring of budget execution (2011), working group for the study of
fiscal policy, competitiveness, efficiency and justice of the tax system
(2009), working group for the revision of the Regional Finances Law (2006),
working group for the revision of the Local Finances Law (2005/06) and working
group for the reform of property taxation (2002/03). As a member of the
government, he reformed the Budgetary Framework Law and the Public
Administration Accounting Standards System.
Since 1993 he has lectured in the areas of macroeconomics and econometrics.
He has several publications in the fiscal and budgetary area.
