Manuel Caldeira Cabral is an Assistant Professor of the
Department of Economics at the School of Economics and Management of the
University of Minho. He was appointed as the Vice-Chairman of the Board of
Directors of the Insurance Authority and Pension funds (ASF) by the Council of
Ministers on 9 May 2019.
He holds a Master Degree in Economics awarded by the Faculty of Economics of NOVA (Universidade Nova de Lisboa). He holds a Ph.D in Economics awarded by the University of Nottingham. Manuel Caldeira specialises in the field of European and International Economy, with emphasis on international trade flows. He was Advisor to Fernando Teixeira dos Santos the Ministry of Finance and Advisor to Manuel Pinho the Ministry of the Economy. He was elected as a Member of Parliament for the da Assembly of the Republic as head of an independent list by the Electoral District of Braga. He was Ministry of the Economy of Portugal as of 26 of November 2015 until 16 of October 2018. Afterwards, he went back to his position as a Member of the Parliament.
He was responsible for policies in the field of corporate restructuring and capitalisation (The Programme Capitalise), and policies in the area of innovation and entrepreneurship (e.g. the programmes Industry 4.0 and Startup Portugal). He was also responsible for the launch of the tourism strategy for the next decade of 2021-2030, which includes programmes such as Portugal Destino Wi-Fi, Algarve 365, and Revive, historic heritage recovery for the enhancement of tourism. Insofar the Energy-related field is concerned, he was responsible for the massive enlargement of the social tariff of 80.000 to more than 600.000 beneficiaries.
