APPLICATIONS
The objective of the PhD Programme in Public Administration is to prepare students to conduct independent scientific work, thereby contributing to the progress of knowledge in this scientific field, which includes the areas of Public Management, Public Policies, Political and Administrative Organisation, Applied Public Management, and Budget Administration.
This programme aims at not only preparing for university education and research, but also at the rationalisation and deepening of scientific policy decision processes and their management in the public sector and non-profit organisations and in such diverse areas as health, welfare, environment and education.

The language of instruction in this programme is English.

Tuition fees
Tuition fee per year: 2000,00€.
Students from Community of Portuguese Language Countries (CPLP): 3600,00€.
Other countries outside European Union: 4500,00€.

Admission Criteria
1. Holders of a Master's degree in Public Administration;
2. Holders of a Master's degree in related areas, namely Political Science, Law, Economics, Management, Sociology or International Relations, provided they have professional experience in the areas of Public Administration and Public Services;
3. Holders of a Master's degree in another area, provided they have at least 4 years' professional experience in the Public Administration, this period being reduced if they have held senior management positions;
4. Assistants who have passed tests of pedagogical aptitude and scientific habilitation in the area of Public Administration.
Candidates with a scientific, academic and professional curriculum vitae that attests to their ability to qualify for a doctorate degree may also apply, subject to an assessment of their curriculum vitae.
The candidates will be listed according to the evaluation stemming from the application of the following algorithm:

Table 2 shows the marks awarded to the 2nd cycle courses of the candidates for the doctoral programme.
These increases, included in criterion B, help to define the candidates' desired profile in terms of their 2nd cycle training.
