In March, the School of Economics, Management, and Political Science at the University of Minho facilitated the participation of students and faculty in two short-term international mobility programs under the Arqus European Alliance, thereby strengthening its strategy for internationalization and academic cooperation.

In Graz, from March 23 to 27, a Twinning initiative took place with the University of Graz, under the theme “Greening Transitions with AI, Climate, Employment, and Sustainability in Action.” The program included lectures, collaborative work, and institutional framework activities, following up on the visit by Austrian students to the University of Minho in November.

In Maynooth, from March 24 to 30, a Blended Intensive Programme (BIP) took place with Maynooth University, dedicated to the theme “Religion & Politics: International Contrasts.” The initiative combined in-person and collaborative components, focused on the comparative analysis of political and religious dynamics in different international contexts.

These experiences enabled participants to develop academic, intercultural, and collaborative skills in international settings, reinforcing the role of EEG in promoting a global and interdisciplinary education.

The School of Economics, Management and Political Science at the University of Minho (EEG) is proud to announce that Sergey Volozhenin, a student on the PhD in Economics programme, presented his doctoral thesis entitled “Greening the Employment: Empirical Evidence for Portugal” on 1 April 2026.

In the author’s own words:
“This thesis consists of three empirical studies focusing on green employment in Portugal. Chapter 2 analyses green jobs in Portugal using three classifications: occupations, tasks and skills. To this end, longitudinal data (Quadros de Pessoal, 2010–2019) are used to quantify green employment and examine the impacts of worker and firm characteristics on the green wage premium. The results reveal that green jobs account for between 2% and 14% of total employment, depending on the classification method used. The Blinder-Oaxaca decomposition demonstrates wage disparities between green and non-green jobs, with the task-based model reporting higher premiums for those who change jobs. Furthermore, we identified significant gender and educational disparities, with men and workers with higher education being more likely to hold green jobs. The correlations between the different classification methods highlight the need for a multidimensional framework.
Chapter 3 investigates the green wage premium in Portugal. We quantify the wage differences between green and non-green jobs and separate the impact of observable characteristics from that of unobservable factors. The results suggest that workers in green jobs earn more than those in non-green jobs. Using a fixed-effects model and structural decompositions of wages, we find that green jobs offer lower returns to unobservable skills, suggesting they rely more on formal qualifications and the structured content of tasks. These patterns persist in the robustness test, where we use a sample of laid-off workers.
Chapter 4 estimates the substitution elasticity between green and non-green jobs and assesses the impact of fiscal policies on green employment using a CGE model (PEP-1-1), calibrated with microdata and national accounts from Portugal. In this stage, the green occupations approach is considered. The results indicate that green and non-green jobs are substitutes. However, the lack of compensation for tax rate cuts negatively affects the government’s disposable income. Simulations suggest that reducing tax rates on production in the construction sector leads to the most significant increase in demand for green labour across all sectors.
In conclusion, this thesis provides a better understanding of the green labour market by considering multidimensional approaches, wage dynamics and the impacts of policies.”

The doctoral thesis was supervised by Professors João Cerejeira and Rita Sousa, from the Department of Economics at the School of Economics, Management and Political Science, University of Minho.

The EEG congratulates Sergey Volozhenin on his defence and wishes him every success in his professional and personal life!
